About Richard Zubia
My name is Richard Zubia. I was born and raised in the South Valley of Albuquerque, New Mexico. I am 39 years old, Hispanic, and proud to call myself an American man from this great state. I take deep pride in our country, our state, and the hardworking people who make New Mexico home.
New Mexico is unique, rich in culture and tradition. We are a community built on strength—who know how to endure, adapt, and fight for what matters.
We have seen and been affected by the way our legislators are running our state. New Mexico is known for and is a poverty state with increased spending and higher taxes. It doesn’t have to be that way. We have potential with a state abundant in natural resources, talent, and opportunity. It’s a problem if NM is not fiscally responsible.
Year after year, we continue to rank near the bottom in key measures like education, public safety, and economic opportunity—all while having one of the smallest populations in the nation. There are certain Representatives and Senators in the Round House who have stopped caring about the people they were elected to be a voice for!
The issue is not our people. New Mexicans are not defined by poverty or crime. The issue lies in leadership that has lost sight of the communities they were elected to serve. For years, the same approaches have been repeated with little improvement, and the results speak for themselves. New Mexicans' Democratic party left them. They had enough time to fix things and make a better home for us. It’s the people’s turn and responsibility to take their home back for a new direction and reclaim their voice.
I am not a politician; I am willing to commit to amplify the voices of Hispanic and underserved communities across our state. My mission is our mission - to drive meaningful, positive changes through grassroots engagement, transparency, and community-driven solutions.
My one and simple priority is the safety, betterment, wellbeing, and prosperity of my Home, Community and bring a more vibrant New Mexico –
one that reflects the strength and potential of its people.

Values: COMMUNITY FIRST
For too long, NM has not fared well, ranking near or at the bottom on many categories. It is a poorly runned state and our community deserves better. We need to restore common values which are all inter-related to rise up NM's potential and renew faith in our legislation.

CONSTITUTIONAL FREEDOMS AND RULE OF LAW: Uphold oath to defend liberty, uphold the Constitution, and enforce the law fairly.

ACCOUNTABLE, EFFICIENT GOVERNMENT: Demand transparency, cut red tape, and make government charge less taxes and spend from reserves wisely. We are a rich state as we rank #3 nationally in per capita reserves value especially being a relatively small, populated state.

SAFE COMMUNITIES: Back law enforcement, actually hold criminals accountable, and keep families safe.

STRONG ECONOMY & TAX RELIEF: Cut the gross receipts tax—to grow jobs and let society keep more.

ACCESSIBLE HEALTHCARE: Join all healthcare licensing compacts to fill critical shortages, enact strong medical malpractice reform to lower insurance cost and stop the doctor exodus.

PARENTAL RIGHTS: Parents—not government—should lead decisions about their kids’ education, healthcare, and upbringing.

EDUCATION: Expand school choice, support homeschooling, and fund students—not systems. NM pays ~ $17,800 per pupil, yet performance ranks low. Focus is needed on proven, high impact strategies that addresses core challenges (poverty, English learners & lagging basic proficiency). Use budget to help expand Career and Technical education to significantly boost students' career success locally.

BORDER/ICE: Enforce the border with intelligence-driven practical measures. Support ICE that prioritizes on criminals first and then those involved in the recent mass surge. The surge creates a significant net fiscal drain to the tune of about $700 million per year in NM. Our state General Fund budget could be better spent on healthcare, roads and infrastructure.

IMMIGRATION: Immigration reform is done federally. I can only advocate as a State Representative for common immigration reform for longtime hard-working tax-paying residents with no serious criminal records. Criminal enterprise must go.
